Justin is Departementale Chief Information Security Officer (dCISO) at the Ministerie van Financiën, and an experienced cybersecurity leader. His career developed alternately through specialist and management roles with a focus on second-line control and monitoring (information security, risk management and fraud management), particularly in the financial sector.
As of 2019, he served as CISO and headed the CIO Office at Eneco, where he had an international playing field within an organization appointed as a provider within critical infrastructure and part of a Japan-listed company. In 2023, he decided it was time to further expand his experience in the public domain. He started in April 2023 as concern-level CISO of the Ministry of Finance and is also a participant of the Central Government CISO Council.
Justin holds an MA in Law, Informatization, and Public Administration, a Master of ICT Business Innovation (MBI), and is a certified 31000 Risk Management Professional.

Give us a brief overview of the path that led to your current role.
Wanting to understand things and curiosity are things that have always driven me. Tenacity to then get to the result strengthens this. The field of cybersecurity requires passionate leadership and the drive to achieve change through collaboration and knowledge sharing above all. I believe that security leaders should focus on both the risks and to control them, and otherwise seek the opportunities to innovate and create new options for their organisations.

Deliver value to my stakeholders by realizing results that matter.
What is the greatest challenge CISOs face today, and how are you addressing it?
Understanding your organization and business is key. Go where the business is. Create walk-in days with your stakeholders and learn about the daily opportunities and challenges of your organization. By spending a day with them, you create understanding and the opportunity to interest others in your world.
What is the key to success for someone just starting out as a CISO?
Be curious and ask questions.
How do you measure success as a leader?
Confidence and the responsibility you receive from your environment. The signs that your colleagues and stakeholders are switching from reactive to proactive in engaging security at the front end of processes is the measure of success. Getting and becoming involved is crucial to achieve success together.
